Why don't i pick up my local police department, or any other close police frequencies? - police frequency list

I have a Radio Shack Pro-405 scanner. I use http://www.radioreference.com/ find police frequencies of Southern California, specifically in El Monte, even if I tried another. Activity in the spectrum, get on the site manually, and I only see static. Any help?
